A Custom GPT is closer to a saved configuration than to a program: instructions, reference files and optional API actions bundled under one name in the ChatGPT sidebar. For a task a team repeats, it is less effort than pasting a system instruction into every conversation.
Actions, meaning calls to an external API from inside a GPT, need a hosted API with a schema, and that is real integration work. Most Custom GPTs use only instructions and file knowledge. For a specialised assistant with fixed context, that is enough.
Notes from the author
Keep the instructions field for behaviour and upload reference material as files. Long instructions compete with the conversation for the model attention.
